If it blows forcefully and powerfully, it becomes a <typhoon>. <People> too.
If they remain still, they are nothing more than ‘lives who are breathing.’
They have to run and sprint and do the ‘things that they should do’ without missing [their] time.
Then they are ‘living people,’ ‘powerful people,’ and ‘people of power who display their authority.’
