Those without love cannot fulfill Heaven.

"Since the Lord loves me I will go to Heaven."
But in order to go to Heaven the keys of love should be two.
One is the key of love that is given by the Messiah
and another is the key of love that is given since the Lord acknowledges
from truly loving the Lord.
(Anyone has one of the keys, but there are not that many that has both of them.)
